Cross-Border Cooperation through Environmental Planning and Investment

The overall objective of the referenced project is to improve contacts and cooperation across borders and at the same time to address the critical need for environmental investment in the South East Europe (SEE) region. The project has identified three priority environmental problems in the region that are cross-border in cause and impact – Mali Zvornik, Serbia/Zvornik, BiH; Debar, Macedonia/Peskopia, Albania; and Bileca, BiH/Niksic, Montenegro – and has worked with these communities on development and preparation of necessary environmental investments through a participatory approach.

PointPro consultants provided expertise in all aspects of environmental investment packaging, including:
(1) Participation in the design of project components and methodology for identification and preparation of four environmental infrastructure projects;
(2) Design and delivery of training workshops for environmental municipal investments identification;
(3) Leading role in selection, training, professional support, quality control and supervision of local experts during development of feasibility studies for identified investments, according to international standards;
(4) Leading role in preparation of Project Summary Documents and Short-term Investment Plans for the environmental investments aimed to promote and attract finance;
(5) Provision of support to municipalities in approaching and negotiating with IFIs, donor agencies and commercial banks.
